Back then there were all sorts of social clubs, some of which dressed up in clown suits like this. That’s what this is. I think I’ve seen a photo of Gibson with his clown group, though I wouldn’t swear to that in court.
But from the 1880’s through about 1910 this sort of social group was pretty common. whm
