Android tuning app with sweetened tunings?
Does it exist? I looked, couldn't find it.

The Peterson Mobile Strobe Tuner is my favorite with sweetened tuning. It's just as accurate as the tuner pedal or clip-on tuner.

If you do sweetened tunings wouldn't the frets on the guitar also need to be re-spaced? I mean, if they are spaced for equal temperament tuning, and sweeten tuning being like some type of just tuning, then wouldn't there be significant deviations across the length of the neck.

Cleartune - chromatic tuner is available for Android. Lots of different tunings and ability to enter a custom tuning, or change pitch (from 440Hz). Clear display.
