I suspect at the manufacturing stage that it's just not that easy to get reliably close neck action from one guitar to the next.
And as was already mentioned, making sure the string doesn't buzz at the next fret up from the one being fretted, is a major concern. Which is no doubt a big part of why Gibson used a Plek machine now for their necks.
